Notice that he rams the same shell twice (Twice actions the order, "Right gun shell" ) followed by the two lots of charges - "Right gun first half charge, right gun second half charge", which is correct for the powder charges. The "cage" that comes up from the magazine and shellroom has three levels, with shell and powder charges stacked on top of each other, shell at the bottom. Shell level is kept after shell is rammed, powder charges drop in two stages as they are released from their holders above. Looks like "drill" rounds, that is, a marked ring where the driving band usually is. Obviously driving band usually protrudes and thus deforms as it engages rifling. "Practice" ammo is a solid projectile with no explosive or fuse, but they have a driving band, so can be fired. "Drill" ammo is used for training in maintenance and ammo handling only, but no driving band to deform, so once rammed can easily slide them back out. Once a round with a driving band is rammed, very hard to get out if not fired. Too much hassle for training, hence drill rounds used. Modern day/current ordnance (5 inch at least) is dark blue for drill rounds, light blue for practice.
